Toppz holds Ontario (AGCO). An Ontario registration is the strongest position available to a commercial operator in Canada: a provincial regulator can act against the registration itself, which is the only sanction an operator genuinely cannot ignore. It also brings coverage by the province-wide self-exclusion register and a requirement that player funds sit apart from operating capital.

On fund protection Toppz scores 8 of 15. The question is not whether the operator says deposits are safe, but whether balances are ring-fenced from operating capital and whether that is a condition someone can enforce.
On game fairness it scores 11 of 15. Game and RNG certification by an AGCO-registered laboratory is a condition of the registration Toppz holds, so the testing is documented in the Registrar's Standards rather than asserted by the operator — a stronger basis than a marketing claim, and a weaker one than a certificate we could open. We hold the last few points back for that certificate, which is the single cheapest thing Toppz could publish.
Getting your money out
Toppz states 24 hours for withdrawals in its own terms. Read that as its processing time rather than the whole journey: Interac usually clears fastest, and a card refund adds several business days no matter how quickly the operator released the payment.

What we do not tell you about Toppz
No offer amounts or promotional terms. Advertising registration inducements to Ontario residents is not permitted, and rather than maintain two versions of every review we publish none anywhere. It is also the least durable fact about any operator.

Is Toppz safe to use?
Our answer is a measurement rather than a yes. Toppz scores 81 of 100 at its best — in Ontario — and 36 at its worst. The gap of 45 points is not about the company; it is about which province you play from. The breakdown above shows exactly which criteria earned points and which did not.
Is Toppz legal in Ontario?
Yes. Toppz operates under an agreement with iGaming Ontario and is registered with the AGCO, which is what makes an online casino legal for Ontario players. You must be physically present in the province and at least 19. See our iGaming Ontario page for what that registration obliges it to do.
Where does a complaint about Toppz go?

Are Toppz's games independently tested?
Yes, as a condition of its registration. The AGCO's Registrar's Standards for Internet Gaming require every game and random number generator to be certified by an independent testing laboratory that is itself registered with the AGCO — a published list of eight when we read it, including Gaming Laboratories International, eCOGRA and BMM North America — before it may be offered in Ontario. Because Toppz appears on the iGaming Ontario register, that testing is documented rather than merely claimed, which is why fairness scores 11 of 15 instead of zero. The remaining points wait on a certificate we can open ourselves, and none of the registered laboratories publishes a public certificate directory, so no operator on this site holds full marks today.
Does Toppz protect my money if it fails?
Its score on fund protection is 8 of 15. What we look for is whether player balances are held apart from operating capital, and whether that is a licence condition or a promise in a terms page. In the regulated provinces it is a condition of registration. It is not deposit insurance in any case.
Can I self-exclude from Toppz?
