Online casinos in Manitoba: what protection you have here

PlayNow is the only online casino sanctioned in Manitoba. Everything else operates outside any provincial framework.

More than half of our rubric measures protections that exist only where a provincial regulator does. In Manitoba those points are not available to any operator — and saying so plainly is more useful than a ranking that pretends otherwise.

Scored for players in Manitoba against our published criteria, last checked Jul 2026. The licence shown is the one that actually governs a Manitoba account — an Ontario registration does not travel, so we never show it outside Ontario. We may earn commission when you open an operator's site from this page; it does not affect any score, weight or position. No sign-up incentives are shown for any operator: advertising them to an Ontario reader is not permitted, and the rule applies site-wide because no page here is province-filtered.

Is online casino play legal in Manitoba?

The only online casino sanctioned in Manitoba is PlayNow, operated by Manitoba Liquor and Lotteries. No private company holds a provincial registration to offer online casino games here, because the province has not created a framework for one.

Offshore operators will accept players from here, and playing at one is not prosecuted at the player level. The cost is not legal risk to you — it is that nobody in this province is obliged to help you when something goes wrong.

That is a real difference from Ontario and Alberta, where a registered operator answers to a regulator that can compel a remedy.

Who regulates online gambling in Manitoba

Manitoba Liquor and Lotteries. Its remit covers the provincial offering rather than the wider market: it can hold PlayNow to account, and it has no authority over an offshore site that accepts you.

That distinction is the reason the regulatory-standing criterion — a quarter of our total — cannot be earned here by a commercial operator.

Where a complaint actually goes

In Manitoba, the operator, then whichever authority licensed it offshore. There is no provincial body in the chain, so the last word belongs to whichever authority licensed the operator abroad.

Some offshore licences do carry a real dispute process. The Kahnawà:ke Gaming Commission — itself Canadian, based in Mohawk territory in Quebec — staffs a full-time Dispute Resolution Officer and will investigate complaints once you have exhausted the operator's own process. Malta operates an adjudication route. Curaçao's framework is lighter, and formal escalation rights for players remain limited. Our licence comparison sets out what each one actually obliges an operator to do.

Self-exclusion, and its limits here

Manitoba has no province-wide self-exclusion register binding commercial operators. Any exclusion you set applies to the single site you set it on.

That matters more than it sounds. An exclusion that stops at one operator does nothing about the next, and the next is a search away. It is the reason the safer-gambling criterion cannot reach full marks in this province no matter how good an individual operator's tools are.

Free, confidential help is available regardless of where you play. ConnexOntario answers from anywhere in Canada, and the Responsible Gambling Council publishes resources for every province.

What you can still judge about an operator from Manitoba

Thirty-five of our hundred points do not depend on your province, and they are worth using: whether player balances are ring-fenced from operating capital, whether an accredited laboratory has tested the games and published a certificate you can open, and whether ownership and withdrawal terms are stated plainly rather than buried.

Those three are the honest basis for a comparison from here. Our national comparison ranks on exactly those and says plainly which points it cannot award.

PlayNow: the option nobody pays us to recommend

PlayNow is run by the province. We earn nothing if you use it, which is precisely why it belongs on this page: for a player in Manitoba who wants the shortest possible chain of accountability, the provincial site is the defensible answer, and no commercial alternative here can match it on the criteria that matter most.

The legal gambling age in Manitoba is 18

Eighteen. Manitoba is one of only three provinces at eighteen — the others are Alberta and Quebec. A national guide that states nineteen throughout is not written for here.

What we do not publish on this page

You will not find offer amounts or promotional terms anywhere on this site. Advertising registration incentives to an Ontario reader is not permitted, and because no page here is filtered by province, we apply that rule everywhere rather than showing one thing to a reader in Manitoba and another in Ontario.

It suits a safety publication in any case: an offer is the least durable fact about an operator, and the least relevant to whether your money is safe with it.

How the regulated provinces compare

A player in Ontario or Alberta has a regulator, an escalation route beyond the operator, and a binding province-wide exclusion register. A player in Manitoba has none of the three. That is a gap of roughly forty points on our scale, and no operator can close it. Compare every province, or see the Ontario index for what a regulated market looks like.

Questions

Manitoba, answered

Is online gambling legal in Manitoba?

PlayNow is the only sanctioned online casino here. Offshore sites will accept you and playing at one is not prosecuted at the player level, but no provincial body is obliged to hear a complaint about them.

Which online casino is safest in Manitoba?

We will not name one as safest, and here the honest answer is narrower than usual: more than half our rubric measures protections that do not exist in this province. What we can compare is fund protection, independent game testing and transparency of terms.

What is the legal gambling age in Manitoba?

18. Alberta, Manitoba and Quebec are the three provinces at eighteen.

Where do I complain if an operator will not pay?

The operator, then whichever authority licensed it offshore. Exhaust the operator's own process first and keep every message; the licensor will ask for it. Kahnawà:ke and Malta both run real dispute processes, Curaçao's is lighter.

Can I self-exclude across all sites in Manitoba?

No. There is no province-wide register binding commercial operators here, so an exclusion applies only to the site you set it on. Ontario and Alberta both have binding province-wide systems.

Are winnings taxable?

Not for recreational players anywhere in Canada. Gambling winnings are generally not treated as income.

Will this province regulate online casinos?

Ontario opened a market in 2022 and Alberta followed. Others have signalled interest at various times, but nothing is settled. We describe the position as it stands rather than speculating, and this page changes when the position does.
