Who regulates online gambling in British Columbia
British Columbia Lottery Corporation, overseen by the Independent Gambling Control Office. Its remit covers the provincial offering rather than the wider market: it can hold PlayNow to account, and it has no authority over an offshore site that accepts you.

Where a complaint actually goes
In British Columbia, the operator, then whichever authority licensed it offshore. There is no provincial body in the chain, so the last word belongs to whichever authority licensed the operator abroad.
Some offshore licences do carry a real dispute process. The Kahnawà:ke Gaming Commission — itself Canadian, based in Mohawk territory in Quebec — staffs a full-time Dispute Resolution Officer and will investigate complaints once you have exhausted the operator's own process. Self-exclusion, and its limits here
British Columbia has no province-wide self-exclusion register binding commercial operators. GameSense (BCLC only) covers the provincial offering, and nothing beyond it.
